Antigua Sanctions on U.S. IP?

A student brought this news story to my attention today.  The WTO has given the green light to Antigua and Barbuda to impose IP-related sanctions on the U.S. with respect to the dispute over online gambling (related to the U.S. ban on Internet gambling).  The original complaint against the U.S. was brought in 2003 and the WTO ruling permitting sanctions was made in 2007.  The parties had tried to negotiate a settlement without sanctions, but now Antigua could lift copyright protection on U.S. movies and music.  It will be interesting to see how this plays out.  Has anyone been following it?
