The Northwestern Journal of Technology and Intellectual Property, in conjunction with the Searle Center on Law, Regulation, and Economic Growth presents the Seventh Annual JTIP Symposium on Beyond IP: How Intellectual Property and Technology Influence Other Areas of Law, a two-day conference for academics, practitioners, and students to discuss current IP and technology law topics.

PANEL TOPICS:
- Climate Change and Clean Technology Incentivization
- Technology and Government Surveillance in the Post-9/11 World
- Copyright and the Future of the Entertainment Industry

The symposium will feature an opening address by Stuart Graham, Chief Economist, United States Patent & Trademark Office, who will speak on the passage of the Leahy-Smith American Invents Act and the effects that it will have on our patent system and our economy.

CLIMATE CHANGE POLICY AND CLEAN TECHNOLOGY INCENVITIZATION: Panelists will address the intersection of climate change policy and clean technology innovation. The panel will discuss political barriers to passing a strong climate change policy and what measures can be taken in order to deploy clean technologies in order to mitigate climate change. The panel will feature members of government agencies and lobbyists for cleantech incentives.

COPYRIGHT AND THE FUTURE OF THE ENTERTAINMENT INDUSTRY: Panelists will discuss the intersection of copyright law, specifically with respect to the entertainment industry, and recent legislation proposed by Congress to curb copyright infringement on the Internet. Questions posed to the panelists will include: Do copyright laws adequately protect creators in industries so heavily dominated by consumer interest? Is consumer innovation and subversion of the copyright laws forcing companies to rethink their copyright policies, as well as their business models? Is illegal activity to credit for such new developments such as the licensing regimes of Netflix and Spotify, and would it have been better to adjust copyright laws earlier in order to incentivize such moves in the market place earlier, rather than criminalizing consumers?

KEYNOTE LUNCHEON ADDRESS: Jerome Reichman, Bunyan S. Womble Professor of Law, Duke University School of Law

Professor Reichman will discuss the issue of compulsory licensing under the TRIPS agreement, specifically with a focus on the growing debate around pharmaceutical patents and access to necessary medicines in developing countries.

TECHNOLOGY AND GOVERNMENT SURVEILLANCE IN THE POST-9/11 WORLD: Panelists will discuss the intersection of technological development and criminal law in light of cases such as United States v. Jones and address whether the government can legally use advances in technology to track citizens without a warrant for lengthy periods of time. Questions posed to the panels will include whether the government can tap into information gathered by wireless providers without a warrant and in the face of an affirmative desire not to be tracked, whether the phone companies should be held liable, and whether society accepts such background risks by opting into using new technologies. Furthermore, the panel will discuss implications for the future of privacy, considering advancing technology.
